Verification methodology
How a number earns its place.
Scoring is arithmetic over counts: no model is asked, every weight has a source, and a figure that cannot be supported is not shown.
Observe
A finding is observed behaviour within a stated window, never a claim about a person.
Corroborate
Hours count as verified only where two independent sources agree.
Gate
A level requires every gate to pass. One missed gate is named, not rounded away.
Insufficient evidence is an answer
Too short a window or too little corroboration returns exactly that, not a smaller number.
